The Texas Responsible AI Governance Act took effect January 1, 2026. For health care providers it carries a specific obligation: patients must be informed when an AI system is involved in delivering their care or treatment. Civil penalties run from $10,000 to $200,000 per violation. The question for any system operating in Texas is mechanical, not philosophical: which clinical workflows currently touch AI, who is accountable for the disclosure, and how is it documented. Most governance programs do not yet hold a complete inventory of where AI sits in the care pathway, which is the first thing this law forces them to produce.
